Convening of regular DPC for promotion to PS Group ‘B’.

Respected Madam,
 
Kindly refer to this Associations letter of even number dated 7/5/2012 regarding convening of regular and supplementary DPC for the promotion to PS Gr. B cadre.
 
There are set rules and procedure to convene DPCs at regular intervals to draw up panels which could be utilized for effecting promotions/against vacancies occurring during the course of a given year. As such, department should by now initiate action to fill up the existing as well as anticipated vacancies in the respective quota as per the instructions contained in DOP&T OM No. 22011/5/86-Estt.D dated 10/4/1986. By not adhering to the standing instructions of DOPT, the department is unnecessarily dragging the members of the Association into litigation.
 
It is pertinent to mention here that there remain 22 to 23 vacancies from the last DPC under 75% quota for the vacancy year 2011, so supplementary DPC for the vacancy year 2011 was required to be conducted as it is done every year before any promotion through LDCE (25% quota). But contrary to this, the department has declared the result of LDCE for PS Group “B” that too in a haste ignoring the right of Senior ASPs waiting their elevation for the last 23 to 24 years. Now, the department cannot blame members of the Association for any litigation that could arise owing to fixation of seniority for not convening supplementary DPC for the vacancies year 2011.
 
It is therefore once again requested that suitable orders may kindly be passed to put in place immediately for calling ACRs/APARs of eligible officers for holding DPC for the left out vacancies for the year 2011, and also for vacancy year 2012.
 
A positive action will be highly appreciated.

Verification of SB withdrawals exceeding Rs. 5000/-....Reg.

Subject : Verification of SB withdrawals exceeding Rs. 5000/-....Reg.
 
Respected Madam,
 
This Association would like to bring to your kind notice that as per the provision laid down in Rule 85 of POSB Manual Vol-I, withdrawals of Rs. 5000/- and above in all BOs and single handed Departmental Sub Offices are to be verified by sub divisional heads or Public Relation Inspectors by contacting the depositor as quickly as possible.
 
It may be seen that as per the SB Order No. 19/2009 dated 14/12/2009, BPMs are authorised to sanction withdrawals from Rs. 2000/- to Rs. 5000/- independently without obtaining the prior approval of the Account Office. Admittedly, the number of such withdrawals requiring verification as per Rule 85 of POSB Manual Vol. I. This Association would like to further state that sub divisional heads have already over burdened since the introduction of MGNREGA (payment), monitoring of CBS work/ Delivery of Aadhar cards/ Project Arrow, opening of new accounts including BPL, procurement of PLI/RPLI business etc.
 
Further, as per the directions given under Directorate Memo No. 113-11/2003-SB dated 28/9/2006 and consequent upon the restrictions imposed by the Income Tax, all maturity amounts above Rs. 20,000/- are now being paid through cheque. In order to avoid the cheque system the customers are seeking other options like crediting the value into their SB accounts. This credit is normally followed by withdrawals from SB accounts which will be, in almost cases more than Rs. 5000/-. This increases the number of such withdrawals requiring verification as per the above cited rule.
 
Moreover the verification is now carried out with the help of Mail Overseers. Most of the accounts in the rural areas are operated by ladies out of their savings from daily work. The husband/other family members are not aware about this account and when Mail Overseers visit their house to verify the withdrawals, they are put to embarrassing situations. The value of rupee is also going down day by day and the number of deposits and withdrawals of high value are on the increase causing much work load to the sub divisional heads.
 
In view of the above lines, your kind honour is requested to look into the matter and cause to issue necessary amendment to Rule 85 of POSB Manual Vol-I by raising the limit of verification of SB withdrawals from Rs. 5000/- to Rs. 30000/-.

Sub : Amendment in constitution of All India Association of Inspectors and Assistant Superintendents Posts.
Sir,
I am directed to refer to your letter No. CHQ/IPASP/Reso/1-2/2012 dated 17.5.2012 on the above mentioned subject and to inform that Government has provisionally approved amendment to the Constitution of All India Association of Inspectors and Assistant Superintendents Posts. The amended version will now read as given below.

Revised Article 38 : Subscription
The monthly subscription shall be Rs. 50/- (Rupees Fifty only) per member, payable monthly through check off system by deduction from the salaries by Drawing and Disbursing Officers (DDOs) @ Rs. 50/- (Rupees Fifty only) per month. However, in case of new members, they can exercise their option in the month of April and deduction of subscription @ Rs. 50/- (Rupees Fifty only) per month will be made by the DDO concerned from 1st July of that year. Entire deducted subscription will be remitted to the Circle Branch. 40% of the subscription will be allocated to CHQ and the remaining 60% to Circle Branch (by Circle Secretary).

Revised Article 44 : Circle Conference :
The Circle Conference shall be the supreme deliberative and legislative body of the Circle Association, it shall among others have following specific powers:
(a) To elect the following office-bearers:
(i) President (v) Organising Secretary – 4
(ii) Vice President -2 (vi) Treasurer
(iii) Circle Secretary (vii) Assistant Treasurer
(iv) Assistant Circle Secretary-3
Note : 1 The election of office-bearers at items (i) to (vii) above shall be by secret Ballot, if so demanded even by a single member.
Note : 2 (a) If the Circle Conference of a particular Circle desires to have more Organising Secretary or Assistant Circle Secretary they may be so elected.
(b) To appoint the auditor from among the members.
(c) To elect the members of the Circle Working Committee not exceeding twenty five.
(d) To elect the delegates for the All India Conference.
(e) To consider and adopt the annual report, accounts and budget estimates.
(f) To adopt resolutions on problems of the members and to devise ways and means to implement the Center’s Policy Directives.

2. The above amendment may be incorporated in the existing constitution of the Association and a fresh copy of the constitution submitted to this office for record.

Results of Postmaster Grade-I Examination held on 03/06/2012 - Directorate orders

CHQ President and GS visited Postal Directorate on 09.07.2012

President, General Secretary, Ex-General Secretary and Circle Secretary Punjab Circle visited the Postal Directorate on 9th July, 2012. They attended meeting on Organisational Restructuing in Department of Posts called for by the Department. Views / suggestions already submitted on 4th June 2012 by our Association were discussed in length with the Committee. The approach of the Committee headed by the CPMG, M. P Circle was positive towards IP/ASP cadre.
Following issues were also discussed with the concerned officers during informal meeting :-
1. Amendment in the Constitution of All India Association of IP/ASP Association to revise Article 38 and 44.
Orders are likely to be issued by the SR Division in this week.
 
2. DPC for promotion to PS Gr. B.
ACRs/APARs will be called for soon. Vacancies are yet to be calculated by SPG Division..
 
3. Supplementary DPC for PS Gr. B for the year 2011.
Postal Directorate will not convene supplementary DPC as regular DPC is already due.
 
4. Up-gradation of GP of IP from Rs. 4200/- to Rs. 4600/-.
Representative from the Department has discussed the matter with the concerned officer in MOF. File is likely to be submitted again to the MOF.
 
5. PS Gr. B and PM Grade-I Examination for 2012.
Results of both the examinations are likely to be declared soon.
 
6. Sr. PM Examination.
Six CAT cases are pending in various benches. Hence, there is no hope for holding of Sr. PM Examination in near future.

7. Periodical Meeting with the Secretary (Posts).
Date of meeting will be fixed shortly by the Postal Directorate. Agenda for meeting has already been submitted to the Department on 10/4/2012.
