TIME FOR ANALYTICAL ASSESSMENT -- WHAT'S WRONG, WHERE WRONG

Kudos and congrats to Sh. Vilas Ingale, GS IPASP Association for his achievements while heading the Association and giving a yeomen’s service. Initially it was being murmured if we are giving weak GS to the Association but this proved wrong. Members of the association should not tweet merely for personal interest and their decision should not be based on what others think. Just because others are doing something does not mean it shall also be the best choice for them. Our GS is a man of caliber so listen to his guts. By writing a letter on repatriation he has done a remarkable job. Asking for regular JTS DPC is not the prerogative of IPASP Association when Group B officers have their separate association and their GS is sitting in Directorate. It is his duty to watch the interest of PS Group B officers. IPASP GS has correctly said that a large number of JTS/STS posts are lying vacant and PS Group B officers are officiating without any benefit. Working on ad-hoc arrangement is not in the interest of employee when their service is not to be reckoned for regular promotion. It is well settled principle that promotion, including ad-hoc promotions, is to be given only on prospective effect. Hence, no ad-hoc promotion is to be given retrospective date. Besides, no weightage for the purpose of seniority/promotion/MACP is to be given for the service rendered by the employee on ad-hoc basis. (OM no. 28036/1/20001-Estt dated 23.07.2001 refer). Moreover, in many circles like Punjab, Haryana, Gujarat etc even ad-hoc arrangements are not resorted to being non availability of eligible Group B officers, rather combined charge of two divisions is given to manage the work. Why group B officers association is not taking case with Secretary Post for regular and timely JTS DPC for 2012 and 2013 by calculating correct vacancies so that no imbalance is caused in Group B and ASP cadre and every one may get timely promotion? IPASP Association correctly gave its views to delegate powers to Circle to downgrade Group A post to Group B temporarily till eligible Group B officers are not made available for ad-hoc arrangement. Else officers association should ask for regular Class-I DPC so that no resultant vacancy may arise and ad-hoc arrangement is only made in the event of retirement etc only. What an irony! We ought not to demand pay parity, No matter if we are forbidden from regular DPC/Supplementary DPC, increment for higher responsibility etc is not our right. Neither should we ask for repatriation nor for anything else may be legitimate. For what we have the right to ask and do --- I think to do work what our superior wants and act as a puppet for them because there is no dearth of PAPPUS in the cadre (Read EK THA PAPPU)
Please think of the ASPs who are sitting in other Circle at the fag end of their service without getting benefit of single pie. This may not be applicable to young officers coming through LDCE because they may dreaming of GP of 7600/- but some veterans are retiring in GP of 4800/- without even getting one higher responsibility increment. Otherwise these old officers are more dexterous in their job owing to their experience than the young lucky new incumbents. The main reasons for the refusal to promotion in response to AD comments are:
  • No increment of higher responsibility is allowed despite having clear instructions to fix pay on promotion to the post carrying higher duties and responsibility even if carrying the same grade pay. This is not being done
  • Non-grant of GP of Rs. 5400/-after four years of working in the GP of Rs. 4800/-(MACP). In this case functional scale of regular Group B is taken into consideration that promotees cannot complete owing to defective policy of department due to non-convening of timely DPC. Here double standard is adopted. On one side, department is considering GP of Rs. 4800/- granted under MACP as final grant on regular promotion and on the other side they are considering only promotional date for grant of Non-functional GP of Rs.5400. Is it not injustice being double standard?
  • Before elevation to Group B 99% ASPs (except those come through LDCE) are placed in the GP of Rs.4800/- which they get by virtue of length of service and on promotion higher responsibilities are forced without extra remunerations. Why should we own such responsibility when pay is not to be fixed in view of schedule III. I am referring this because prior to 1986 when scale of LSG and IPO was same the pay of LSG official on promotion to IPO was fixed under FR-22C. Why nobody is fighting on same analogy.
  • My request to all the readers and effected persons is to make representations to Department for fixing seniority for all purposes notionally or otherwise from the date of grant of GP of Rs.4800/- and place senior to all those who received GP of Rs.4800/-thereafter.
  • In the Group B list issued by directorate promoting ASPs to PS Group B, fixation of some officers has been done under FR22 (I) a (1) though their fixation is after receiving three promotions/ financial upgradation whereas this rule has not been applied to other similar situated persons despite the fact that they are receiving same promotion and equal number as others. This is illegal, arbitrary and against the principal of natural justice. If the Department does not come for the amicable solution, legal recourse is the only remedy left with the comrades.

CHQ News - Letter to Secretary (Posts) i/c/w creation of ASP Posts in Division and filling up of vacant posts of HSG-I (IP Line) cadre.

Subject : Creation of ASP Posts in Division and filling up of vacant posts of HSG-I (IP Line) cadre.


Respected Madam,

Your kind attention is invited towards this Associations letter even number dated 23/4/2013 wherein it was requested to issue instructions to all Circles to fill all the vacant post of HSG-I (IP Line) on the same analogy as given in the case of HSG-I General line vide Directorate Memo No. 04-44/2012-SPB.II dated 18th April, 2013. But till date no such orders have been issued to circles thereby further eroding the promotional prospects of Inspectors causing frustration amongst the Inspectors cadre.

This Association would like to bring to your kind notice that re-designation of 141 posts of HSG-I (IP Line) was discussed in the meeting taken by the then Secretary (Posts) on 11/08/2011. It was mentioned in the minutes issued vide No. 01/01/2011-SR dated 25thAugust 2011 that “The Association was explained that the post of HSG-I was not a promotional posts for IPOs and further HSG-I post is non gazetted whereas the post of ASPOs is gazetted. In the background of the above, the proposal could not be considered”. This Association has already requested to Directorate that,141 posts of HSG-I (IP Line) may be re-designated as “Assistant Superintendent Posts” in order to differentiate between HSG-I (IP Line) officials and HSG-I (General Line) officials as there are no financial implications.

Thereafter some Circles like Karnataka, TN, Chief PMsG have identified posts of HSG-I of IP Line for Postmaster Grade III in violation of the Directorate instructions. After intervention of members of the Association, TN Circle took action to maintain status quo but no reverse orders have been issued till date by Karnataka thereby disturbing the settled position. The Association urges the Department to consider this issue and issue orders immediately that these 141 posts of IP Line remain in subordinate capacity uniformly in HSG-I for IP Line officials.

It is well known truth that second Cadre Review proposal that has even presidential approval is lynching in the files of Directorate for the past 23 years. Due to non-implementation of Second CRC the promotion prospects of IP & ASP however have further deteriorated with a span for promotion to PS Gr. B extending up to 25 years.

While by some means the general line staff had managed to get upgradation of 1772 posts of HSG-II, HSG-I without any commensurate increase in responsibility. The Department has also taken care of the interest of the IPoS and they have derived the benefits of 5 periodical reviews and 6th one is at implementation stage. But the worst part of it is that the entire exercise was separately done for other cadres except IP/ASP, thus taking away the basic thrust for simultaneous career planning for all.

Some of the measures proposed by the Department like creation of cluster, creation of inspection cells, re-organization of Sub Divisions with simultaneous up-gradation of some posts to PS Gr. B cadre to the extent necessary to match the recommendations of Cadre Review Committee have only met a slow death with the proposal ultimately relegated to the cold storage. No action to create posts of ASP (BD), ASP (PLI/RPLI), ASP (Tech), ASP (CBS), ASP (Insp) etc. in each division by redeploying the existing 141 HSG-I (IP Line) posts has even taken.

It will be in the interests of things that the present cadre strength is maintained and any attempt to reduce the cadre strength at HSG-I level without taking into account the declining promotional avenues of the Inspectors cadre would be detrimental to the interests of this cadre.

Presently filling all the posts of IPASP/HSG-I on the existing recruitment rules and till cadre review and redeployment of HSG-I posts as suggested above will not only provide relief to the stagnation-stricken cadres of the Department, but also will save a lot of time and energy of the authorities to defend the Department in unnecessary litigation on the issues pertaining to cadre and also save the Govt. expenditure.

2. Shri T.D.Vaishnava, ASP R.O.Jodhpur promoted on Adhoc basis and allotted Jodhpur Region against vacant post of AD R.O.Jodhpur.
3. Shri L.L.Meghwal, AD (PG) C.O. Jaipur transfer and posted Supdt. CSD Jaipur.

It is learnt that DPC for the promotion to the cadre of ASP was convened on Friday the, 7/6/2013.

7th CPC News : 7th Pay Commission Projected Pay Scale

7th Pay Commission Projected Pay ScalePeople may think that the babus again started to make voice over pay revision and next pay commission or 7th Pay commission. There is a saying that “The crying baby gets the milk”. The need makes the man to act.
 
One should try to understand the fact that being a government servant one can witness a considerable pay hike at least twice or thrice of his/her entire service period. Because, other than promotion, only the pay commission recommendation will give them considerable pay hike. But it takes place once in ten years. Now a days a government employee can render service 20 or 30 years only due to non availability of employment opportunity in government service below the age of 25. So there is no need to be get annoyed by hearing the voice for seventh pay commission from central government employees. Because constituting next pay commission is for nothing but to review the salary of the govt. servants with the current economical condition of the country.
How the pay of a govt. employee had been fixed at the beginning of the Independence India.
 
Till now there are six pay commission had been constituted to review and recommend pay structure of central government employees.
 
All the six pay commissions have taken many aspects into consideration to prescribe the pay structure for government servants.
 
In the first pay commission the concept of ‘living wage’ was adopted.
 
In second pay commission it had been reiterated that the pay structure and working condition to be crafted in a way so as to ensure the effective functioning of government mechanism.
 
The third pay commission adopted the concept of ‘need based wage’
 
The Fourth CPC had recommended the government to constitute permanent machinery to undertake periodical review of pay and allowances of Central Government employees, but which got never implemented.
 
In Fifth pay commission all federations demanded that the pay scale should be at par with the public sector. But the pay commission didn’t accept this and told that the demand for parity with the Public Sector was however difficult to concede as it felt that the Job content and condition of service in the government and pulic sector not necessarily the same. There were essential differences between the two sectors.
 
The Sixth Central Pay Commission, claimed that it had not only tried to evolve a proper pay package for the Government employees but also to make recommendations rationalizing the governmental structure with a view to improve the delivery mechanisms for providing better services to the common man
 
What about seventh pay commission?
Generally every pay commission, before recommending a pay structure, it used to analyze all the aspects including the economic situation of the country, financial resources of the government, comparison with the public sector, private sector and state government pay structure etc. So it is very much clear that Pay Determination is very complicated and sensitive task. Without any doubt every one accepts that this is very challenging task too. In order to determine the new pay structure the pay commission has to go through voluminous data consisting current economic condition, strength of the work force and working condition etc. In the meantime, if one tries to suggest or comment about 7thy pay commission pay scale or about what the seventh pay commission pay scale would be, it will not get much importance.
 
But when we come across all the recommendations of six pay commissions, we observed an interesting factor which is common to all the pay commission recommendations, particularly in the matter of percentage of increase in the pay. Average 3 times increase in the pay was recommended by each pay commission and it was accepted by government and implemented. We have posted three articles about six pay commissions before this post.

Obviously it is simple thing, we can say it a mathematical coincidence that we have in common in all previous pay commission, but we cannot neglect this. Because it was there, every time it is noticed that the revised pay was approximately three times higher than its pre revised pay. Apart from all the factors which has been used to determine the pay revision, we can use this simple formula ‘common multiplying factor’ to know the 7th pay commission pay scale . If next pay commission prefer to continue the same running pay band and grade pay system for seventh pay commission also, the pay structure may be like the following projected figures given below, using common multiplying factor ‘3’. Availing of  LTC (Leave Travel Concession) in current block year.

Everyone knows that all central government employees can avail LTC through their respective department and can use this opportunity for travelling to any part India. This concession can be availed in block years.  A block year consists of four calendar years. As far this block year is concerned, this year 2013 is the last year in this particular block year – i.e. 2010-2013.


Employees can use this opportunity this year itself without waiting for an extension in the next year.
