General Secretary visited Postal Directorate.

General Secretary, CHQ President, Shri Ajith Kumar ASP (PMU) & other ASPs visited Postal Directorate from 6^th February 2013 to 8^th February 2013 and met with Secretary (Posts) and other Senior Officers. During these informal meetings, following pending issues were discussed in detail and present status is noted against each.

3	Regarding issuance of repatriation orders in PS Gr. B cadre	The requests of the PS Gr. B officers who have completed one year service in other circle will be repatriated to their home circle first on the basis of availability of vacancies. It was informed that promotion orders issued under Directorate memo No. 9-23/2012-SPG dated 28/12/2012 will be implemented first. Near about 60 representations have been received at Directorate for change of circle, retention in the parent circle on health ground etc.
4	Supply of Laptop to all IPs/ASPs	It was informed that, this issue may be taken up at circle level for purchasing laptops from ‘OE’ fund. In case of any difficulty faced at circle level may be pointed out to Directorate.
5	Utilization of surplus PS Gr. B post of erstwhile Supdt. RSD Mumbai as Sr. PM, Chembur HO (Maharashtra Circle)	Issue is under examination at establishment division of Directorate.
6	Verification of SB withdrawals exceeding Rs.5000/-	It was informed that on introduction of CBS, the present provision of verification of SB withdrawals through SDI (P)/ASP or PRI (P) will be discontinued. Even though on our request Directorate is considering the proposal to enhance the limit soon.
7	Recruitment Rules for the post of Assistant Manager in MMS	New RRs is likely to be issued shortly.
8	Role of Sub Divisional Head while handling loss and fraud cases exceeding the limit of Rs. 20000/-	This issue is under examination at Directorate.
9	Quota of General Line in PS Gr. B Examination	This will be settled at the time of framing new RRs of PS Gr. B cadre. It was decided by Directorate that only 3% quota will be given to General Line.
10	Inter-Circle transfer of Inspector Posts under Rule 38 of P&T Manual Vol. IV.	This issue was discussed in depth. Few individual genuine cases brought to the notice of Hon’ble Secretary (Posts) and it was informed to us that HOC may consider the cases on merit as per instructions issued and in case of any difficulty the same may be pointed out to Directorate.
11	Issue of combined All India Seniority List of Inspector Posts from the year 1999	Combined All India Seniority List up to 2001 is ready and will be circulated in near future. Remaining seniority lists will also be compiled and issued in phased manner.
12	Result of PS Gr. B Examination 2012	It has been decided by Directorate that the result will be recast due to some errors in the answer keys of both question papers. Some more IPs / ASPs are likely to be declared successful after recasting. One ASP from Rajasthan circle has already filed CAT case under OA No. 487/2012.
13	DPC for JTS Gr. A cadre	It was agreed that DPC is delayed. File has already been sent to UPSC for deciding the date for holding of DPC.
14	Declaration of result of Inspector Posts Examination 2012 (West Bengal circle)	Result is ready for declaration and file has already sent to competent authority for approval. On receipt of approval, result will be declared.

Sub: Regarding issuance of repatriation orders in PS Gr. B cadre.

Ref. : Director (Staff) letter No. 9-18/2012-SPG dated 07/01/2013.

Respected Madam,

On behalf of IPASP Association I feel obliged for the repatriation orders of ELEVEN PS Group “B” cadre officers issued vide letter referred to above, against the future vacancies i.e. up to 31.03.2013 in the respective Circles. Consequently, the Circles would be benefited and could utilize services of these officers. Besides, the Circles would not have to proceed for short term arrangement, go for adhoc promotions against the guidelines of DOP&T and to face imbalances thereof.

As you aware, there is no charm left in the promotion, in terms of marginal pecuniary benefits, that too after getting transferred to a distant place at the fag end, when the officer consolidates his service innings. Thus, the only charm left would be to get retire with some solace. Aforesaid repatriation has come for many as bolt from the blue, particularly when the officer is moved from adversaries. Needless to say, that serving at distant circle with different culture, language, food, etc has never been liked by most of all.

Whereas, aforesaid repatriation orders have brought much cheer to the families concerned, but several similar situated officers are left stranded high and dry. While in respect of Punjab and Karnataka Circles the retirement vacancies arising upto 31/3/2013 has been taken into account, the same principle has not been adopted in respect of other Circles like Tamil Nadu, Andhra Pradesh etc. It is also understood that around 60% JTS posts are lying vacant for which DPC is also likely to be held shortly causing a number of Group “B” vacancies. Some others get voluntary retirement. A list of officers retiring in a couple of months against which repatriation can be considered is attached for reference. From the enclosed list you can see that, 5 officers from Tamil Nadu circle are retiring in this month whereas 13 officers of last year’s PS Gr. B batch are still working in other circles where they have already completed more than one year. The representations if any received from individual officer for repatriation to his parent circle and vacancies arises due to refusal of promotion may also be considered at the time of issuing repatriation order to their parent circles.

It is therefore urged upon kindly to intervene and arrange to issue appropriate repatriation orders against the future vacancies as shown in the enclosed list for the adjustment of affected persons.

An early action is solicited please.

RPLI INCENTIVE TO IPs FOR PROPOSAL VERIFICATION IS PAYABLE

PLI Directorate vide letter No. 26-2/2009-LI dated 16-01-2013 has clarified that provisions of PLI Directorate letter no. 35017/78-LI (Vol III) dated 19.3.96 regarding admissibility of incentive to SDI/ASP for verification/scrutiny of RPLI proposals have not been superseded either the directorate letter no 26-02/2009-LI dated 18.9.2009 or any other subsequent letter.

The above clarification has been issued by PLI Directorate to clear the doubts raised by some circles consequent upon issuance of revised incentive structure for PLI/RPLI sale force. In the above letter it has been clarified that SDI/ASPs shall be paid incentive equal to 10% of the procurement commission paid to the Gramin Dak Sewaks and Gramin Dak BPM’s whose proposals are verified by such SDI/ASP. This will be limited to only the first year premium income commission earned by Gramin Dak Sewaks and Gramin Dak BPM’s on such proposals.

Now path and all hurdle to clear the pending incentive bills of SDI/ASP has been vacated and incentive will be paid for verification of RPLI proposals as was being paid in view of Directorate order no. 35-15/78-LI (Vol III) dated 19.3.96 .

REVISED HONORARIUM FOR IO/PO

Department of Post vide Dte. Letter number C-32016/12/2011 dated 8-01-2013 has endorsed Department of Personnel and Training letter no. 142/15/2010-AVD-I dated 31-7-2012 revising the rate of Honorarium to IO/PO for conducting Departmental enquiries.

The revised rates of honorarium and other allowances payable in case of departmental proceedings will now be within the range of rates indicated in the table below:

Contributing to the financial inclusion of the rural people:

 

(A) Wage disbursal under Mahatma Gandhi National Employment Guarantee Act (MGNREGA):Extensive rural postal network of the country is actively engaged in disbursal of wages of MGNREGA with high levels of efficiency. During the year 2012-13 the Post Offices disbursed about Rs 9,133 crore by October, 2012 through about 5.53 crore savings accounts of MGNREGA workers standing in the Post Offices. Thus, the Department of Posts significantly contributed towards the success of this unique social security arrangement of unprecedented scale.

 

(B) Financial Inclusion of Below Poverty Line (BPL Household: Department of Posts leveraged its network and outreach to financially include BPL households by targeting them for opening their savings accounts in the Post Offices and thus providing them with access to savings services. During the Year 2012-13 more than 1.53 crore households were financially included through this initiative by October, 2012.

 

Introduction of e-enabled services

(A) 24,969 Departmental post offices have been computerized as on date

(B) IndiaPost has introduced Remotely Managed Franking System in place of existing electronic Franking Machines. Around 5681 RMFS machines have been licensed and activated as on date.

(C) e-Post office Portal was commissioned during 2011. During the current year PLI premia payment has also been added apart from sale of philatelic material.

 

International Remittance services

 

Recognizing the spurt in the volumes of international remittances into India in the recent years and the notable contribution of remittance inflows to the country’s economy, the Department of Posts has taken a project to revamp its international money order services. Currently, DoP provides electronic money remittance services on two platforms, viz. the IFS (developed by the Universal Postal Union) and Eurogiro. The following action has been completed in this regard:

1. Setting up an International Remittances Unit (IRU) at CEPT, Mysore.

2. Starting the inward international money order transactions from Franceon 22 November, 2012.

Expansion of Clientele Base of Postal Life Insurance(PLI)

 

In order to provide insurance coverage to persons of various organizations which were earlier out of purview of PLI schemes and to scale up business revenues employees of following organizations have also been brought under PLI scheme w.e.f. 18.10.2012:

(i) Joint ventures having Govt/PSU stake

(ii) Credit Co-operative Societies registered under Co-operative Societies Act

(iii) Scheduled Commercial Banks

(iv) Deemed Universities and Educational Institutions accredited by recognized bodies i.e. AICTE, MCI, NAAC etc.

“Sampoorna Jeevan Bima Gram” and “Sampoona Bima Sangathan”

For better insurance coverage of eligible population, a targeted approach to cover villagers under RPLI and organizations under PLI has been started from November 2012 as under:-

(i) to identify and cover minimum 75% of employees of 20 organizations up to 31.10.2012 and 30 organisations/units up to 31.10.2012 as “Sampoorna Jeevan Bima Sangthan/Unit” under Postal Life Insurance;

(ii) To identify and cover 1000 villages up to 31.10.2012 and 2000 villages up to 31.03.2013, as “Sampoorna Jeevan Bima Gram” wherein at least one member of each house hold is to be enrolled under Rural Postal Life Insurance.

Financial Services

The Department successfully completed the vendor selection for its Financial System Integration project. The vendor selected was M/s Infosys who will be involved with the Core Banking solution and setting up of ATMs for the Department. The project has started on 28^th September 2012.

UIDAI Aadhar letters:

 

Department of Posts is working as Register with UIDAI for providing Aadhar enrolments through Post Offices for phase-II operations also. A total of 80,84, 181 successful enrolments have been completed.

ePost:

New and enhanced version of ePost software has been launched on 12^th December 2012. The enhanced version will have facility of sending multilingual messages apart from sending PDF files as attachment. During the year 2012 (upto Nov 2012), 13.64 lakh messages have been sent and Rs 104.50 lakhs earned as revenue.

Saleof Gold Coins:

Under retail post, India Post sells 24 carat gold coins of the denomination of 0.5 g, 1g, 5g, 8g, 10g, 20g and 50g through selected Post Offices. During the year 2012 (upto Nov 2012), 708 kg of gold coins were sold and Rs10.99 crores earned as revenue.

Project Management Unit

The Government has approved the IT Modernization Project of the Department of Posts for computerization of all the non-computerized post offices, Mail Offices, Administrative and other offices, establishment of required IT infrastructure, development of required software applications. IT modernization Project – India Post will enable Department to enhance and provide value additions to Mail, Savings Bank and Insurance, customer service while providing a platform to launch new initiatives and provide new rural services.

Money remittance through Mobile phone service:

An agreement has been signed with BSNL for providing money remittance through mobile phones. This is joint endeavor of Department of Posts & BSNL. BSNL has been provided with the requirements of DOP for development of the software. This service specially tailored for those who have a need to remit money regularly up to a sum of Rs 10,000. Under the Scheme, a remitter can go to any Post Office in the Circle enabled for the Mobile Money Transfer Service and remit an amount from Rs1000/- to Rs 10,000/- to be paid to another mobile subscriber at the designated Post Office. The Slabs for money transfer is as follows:

The service initially has been launched on 15^th November 2012 in four Circles viz. Kerala, Bihar, Delhiand Punjab and this service is provided in 18 selected Post Offices in each Circle.
