Meeting of the committee for looking in promotional prospects of IPOs/ASPOs

As notified by the Department, I alongwith Shri Hari Mohan, Circle Secretary, Punjab Circle Branch attended the meeting of the committee for looking in promotional prospects of IPOs/ASPOs. The meeting was held under the chairpersonship of the Member(P) in cordial atmosphere.

At the outset, we demanded for upgradation of GP of Rs.4200/- to Rs.4600/- for IP and merger of the post of the ASP with the post of PS Group 'B' in order to remove anomoly in the hiechary of IPOs/ASPOs cadre. The chairperson informed that it is not possible in view of the observations of the Secretary (Posts) in the meeting held on 11.08.2011. Proposal submitted by the Association to the Department on 27.09.2011 will not be acceptable to the DOPT/MOF. Hence, it is not possible to consider the same at this stage.
It was suggested by the official side that in order to upgrade the GP of IP from Rs.4200/- to Rs. 4600/- and to increase promotional prosepcts of IPOs/ASPOs, all posts of ASP (HQ)/OS in JTS/STS Divisions in Postal/RMS will be upgraded as Dy. Supdt. in P.S. Group 'B' with GP Rs.4800/- alongwith upgradation of some posts of ASP/IP in PTC/R.O./C.O./ Speed Post Centres in to P.S.Group 'B'. Remaining posts of ASPOs will be merged with the posts of IPOs with GP of Rs.4600/- to remove the problem of hiechary and to make it comparable with the Inspectors in CBDT/ CBEC. Necessary data in this regard will be collected by the Establishment Division of the Postal Directorate from all Circles and the matter will be discussed in the next meeting to be held on 03.11.2011.

Order for Half Day Clerical Assistance for Sub Divisional IP/ASP

                These issues were discussed during Circle Conference on 18.09.11 in front of Chief Guest Shri R.R.P Singh, CPMG Rajasthan. Association Thanks to CPMG Rajasthan for above order.

Central Working Committee meeting at Patna (Bihar) on 23rd & 24th September,2011

As notified, Central Working Committee meeting of the Association was held at Patna (Bihar) on 23rd & 24th September,2011 under the president ship of Sh. Dinesh Khare, President. CWC was attended by 16 Circle branches except Assam, Haryana, H. P., Punjab and Uttrakhand. J&K Circle Branch is defunct. CWC was well attended as expected. S/ Sh. S. Samuel, Former G. S,. Janardan Sharma, SSPOs Meerut, Shyam Pandey, SSPOs Patna, D.C. Sharma , AD (Admn),GPO, New Delhi attended the CWC as Special Invitees . The meeting was held in cordial atmosphere and healthy deliberations took place on the agenda of the meeting. After confirmation of minutes of last CWC held at Ambaji (Gujarat) and detailed discussions , following decisions were taken by the CWC unanimously:


1 Upgradation of Grade Pay of IP from Rs 4200/- to Rs 4600/- w e f 01.01.2006

The subject matter was discussed in detail. All the 16 Circles branches actively participated in the debate and pros and cons of merger of the post of IP with the post of ASP, withdrawal of Gazetted status to the post of ASP & its merits / demerits and also benefit of MACP up to the level of Rs 5400/- Grade Pay was discussed in thread bare. After that, 5 Circles (Chhattis Garh, Karnataka, N.E.,Orissa,Uttrakhand ) expressed their decision in favour of merger and also withdrawal of Gazetted Status to the post of ASP. 2 Circles (U.P., W.B.) supported the merger of the post of ASP with PS Group “ B”. No opinion was received from 2 Circles (Haryana, H.P.). Remaining 12 Circles (A.P., Assam, Bihar, Delhi, Gujarat, Jharkhand, Kerala, M.P., Maharashtra, Punjab, Rajasthan, Tamilnadu) supported the merger of the post of IP with the post of ASP without withdrawal of Gazetted status to the post of ASP. Finally, it was decided to put pressure on the Postal Directorate to upgrade the GP of IP from Rs 4200/- to Rs 4600/- without disturbing the Gazetted status conferred to the post of ASP vide No.25-18/2000-PE-I dated 28.07.2005 failing which agitational programme will be initiated by the CHQ after waiting for outcome of final orders from CAT, Ernakulam.

2 Restructuring of Inspector, Posts cadre

General Secretary explained the august body the importance of restructuring of IP cadre and also developments taking place in other cadres after VI CPC. Members from various Circles expressed that workload of IP cadre has increased manifold due to introduction of new schemes and induction of technology. The norms for sanctioning the post of IP/ASP were framed long back. Though, norms for other cadres i.e. PA, Postman, MTS have been revised, the same has not yet been touched by the Department. Hence, it was decided to discuss the matter by the Circle Working Committees and suggest the CHQ the lines on which the restructuring should be taken up with the Postal Directorate. Circle Secretaries were requested to finalize the draft recommendations of their Circles and send the same to the CHQ by 30.11.2011.

3 Revision of rates of remuneration for invigilation duty

General Secretary informed that matter is under process in the Postal Directorate and orders are likely to be issued very soon.

4 Regular Promotion to PS Group “B”

G. S. informed that he is in touch with the Postal Directorate on the issue. Release of list for the year 2011 is being delayed due to non settlement of below bench mark cases by some Circles. List is expected to be released shortly.

5 MACP Scheme

As decided in the last CWC, matter regarding non issue of MACP memo in Chhattisgarh, M. P. & Uttrakhand Circles was taken up by the CHQ with the Department. Now, no MACP memo is pending for issue in any of the Circles.

6 Postmaster cadre in Postal Wing and its effect on IP & PS Group “B” cadres

G. S. informed the CWC that revised recruitment rules for PS Group “B” are being framed by the Department and quota of General Line officials is being reduced from 6% to 3% as they have been given 29 out of 116 (25%) posts of Senior Postmaster by promotion through DPC in Postmaster cadre.

7 Supply of Laptops for all the IPs/ASPs

G. S. informed the CWC that above issue has been taken up with the Department and issue is being examined by the Technology Division of the Postal Directorate.

8 Non issue of combined All India Seniority List of IPs from the year 1999

G. S. will issue reminder to the D. G. (Posts) in this regard.

9 Postal Inspector

Important matters are being published in the web blog of the CHQ. So far, two issues of Postal Inspector have been brought out after last A.I.C.

10 Quota to CHQ by Circle branches

Circle branches are not remitting due quota to the CHQ. G. S. requested all Circle Secretaries to remit due quota to the CHQ Treasurer in order to improve financial position of the CHQ.

11 Next All India Confernce
Karnataka Circle informed that they will host 37th AIC of the Association and the same will be held at Bangalore from 27.01.2012 to 29.01.2012. Donation Coupons were distributed to all 16 Circle branches present in the CWC. Donation Coupons to remaining Circle branches will be sent by the Reception Committee. CHQ requested all Circle Secretaries to make sincere efforts to sell donation coupons and remit sale proceeds to Karnataka Circle.

Productvity linked bonus eclared for 60 days

Government has declared bonus for all non-gazetted postal staff for the year 1910_11equal to their pay of 60 days.Association congratulates the staff and all inspectorial members of our group who are the beneficiaries of this declaration.Terms and conditions of payment of bonus will remain unchanged.

Revised Proposal for Upgradation of GP to Rs.4600/- for IP

CHQ has drafted revised proposal on the above subject and the same is furnished below for information of all CHQ Office Bearers/Circle Secretaries/Members. They are requested to kindly go through it and submit their suggestions,if any, to the CHQ after consulting Circle Working Committee members through Phone/Email/SMS by 18.09.2011 so that revised proposal could be submitted to the Department.In case of no reply from the Circle Secretaries by due date, it will be presumed that they are in favour of the revised proposal.


REVISED PROPOSAL

Post of Inspector,Posts may be merged withh the post of Asstt. Supdt. Posts with GP of Rs.4600/-with nomenclature as Asstt. Supdt. Posts as the Department has already merged the post of Inspector, MMS with the post of Asstt. Manager, MMS with the GP of Rs. 4600/- with nomenclature as Asstt. Manager, MMS. In the event of merger with upgraded GP of Rs. 4600/-, the Association is agreeable for withdrawal of Gazettted status granted to the post of Asstt. Supdt. Posts vide Postal Directorate memo. no. 25-18/2000-PE dated 28.07.2005. However, it is made clear that Gazetted status to the post of ASP should be withdrawn only after merger and grant of GP of Rs. 4600/- to the merged post simultaneously.

Secretary (Posts) took a meeting with All India Association of Inspectors and Assistant Superintendent of Posts on 11.08.2011 to discuss the charter of demands given by the Association with their letter dated 04.07.2011. The following were present:-

The issues raised in the charter of demands were considered by the Committee and a gist of discussions thereof is as follows:
i. The Association was apprised that the proposal to revise the Grade Pay of Inspector Posts from Rs.4200 to Rs. 4600 did not find favour with the Ministry of Finance on the ground that there can not be two levels in the same hierarchy i.e., IPOs & ASPOs, drawing the same grade pay. They were further informed that the proposal could be considered only if IPO & ASPOs cadres are merged into one cadre and the gazetted status of ASPOs is foregone. The Association agreed to submit a revised proposal to be considered by the Department
ii. A committee will be constituted to look into promotional prospects of the IPOs/ASPOs Action -SR
iii & iv It was explained to the Association how the introduction of Postmaster’s cadre has not , in any way, adversely affected their overall promotional prospects. The Association was also told of the need to encourage meritorious candidates by bringing them on fast track promotion, which will provide stability to the PS Group B/Time Scale Cadres.
v. Supply of laptops to IPOs/ASPOs will be examined. Action – Tech. Div.
vi. The Association was explained that the post of HSG-I was not a promotional post for IPOs and further HSG-I post is non gazetted whereas the post of ASPOs is gazetted . In the background of the above, the proposal could not be considered.
vii. The matter of revision of rate of remuneration for performing duty as invigilators in the Departmental examinations is under process. Action – DDG (Rectt. & Pett.)
viii. The staff side was explained that the proposal regarding promotion earned through examination not to be considered while granting MACP was not in line with this scheme and therefore could not be considered.
ix. The demand of the staff side to hold periodical meeting at regular intervals was accepted. Action – SR

The meeting ended with a vote of thanks to the Chair.


All the Members of the Association are requested to kindly go through the minutes and offer their views to the CHQ through Email / letter so that further action could be taken by the CHQ in the larger interest of the Inspector, Posts cadre.

Support ANNA,ANNA and ANNA


People are really fed up with the musical chair of corruption by politicians. It would impact 2014 candidature significantly and we must ensure that we make use of this understanding in next elections.

Despite the need of moment which requires Anna's movement to succeed with our support, we should remember that electoral system is the most effective way to administrate what we have and what we can do to grow. We must not let go this attention from our minds.

Anna's movement is driven with simplicity and truthful concern. It has unmasked legislative members and put them in one single row where they are exposing each other in anxiety. Eventually we're seeing that this so called political class has hijacked the purpose and deliverable of democratic institutions.

If politicians have left with any shame, they must thank Anna to mobilize the static energy of democracy and utilize this unrest to evolve and reform themselves at the soonest otherwise situations will keep on coming unprecedented time to time.

We must not also allow politicians to divert the attention which is firmly setting on the legislative houses irrespective of political parties. They're constantly looting the country shamelessly and ironically spending to keep the poor poorer as to maintain his helpless dependency on one of themselves.

This movement must be capitalized by us, people of India, to know the power and prevention of its misuse. Let us take this opportunity to understand and learn WHY & WHOM to vote. This way we'll make a bigger and lasting use of this movement.

Anna will get Lokpal, I'm totally in it and at the same time getting prepared to take on the candidates in 2014.

Modernisation of Department of Posts

Government has approved the ‘IT MODERNIZATION PROJECT’ of Department of Posts for computerization of Post Offices, Mail Offices, Administrative Offices and other field offices. This will involve establishment of required IT infrastructure, development of required software applications with an outlay of Rs.1877.2 crore.

The project has the following salient features:

• It will establish IT infrastructure of Data Centre and Disaster Recovery Centre and networking of all Departmental Post Offices including appropriate connectivity in the Branch Post Offices in the rural area.

• The project envisages development of integrated modular scalable applications for Mail, kBanking, Postal Life Insurance, solutions for Accounts and HR operations of the department.

• The rural post offices will be provided with rural ICT devices with required applications for performing Postal, Savings Bank, Insurance, MGNREGS and Money Order operations.

• Provision has been made for training, change management, capacity building of the employees of the department along with Project Management activity for smooth and timely implementation of the project.

It is planned to network all Departmental Post Offices and Branch Post Offices in the country subject to availability of connectivity and resources under the “India Post Technology Project-2012”.

The departmental Post Offices are proposed to be networked with appropriate connectivity. Branch Post Offices located in rural areas are proposed to be networked using available connectivity at these locations. The rural ICT Devices in the Branch Post Offices will have the capacity to work in both online/offline mode. The IT project is expected to be implemented by 2012-13 subject to the availability of funds.

This information was given by Shri Sachin Pilot, the Minister of State for Communications and Information Technology in written reply to a question in Lok Sabha on 17.08.2011.

Charter of Demands in respect of Inspector, Posts cadre.

Sub: Charter of Demands in respect of Inspector, Posts cadre.

Respected Madam,

You are well aware that there is single recognized Association in the Department of Posts representing Inspectors and Assistant Superintendents, Posts. During the last Central Working Committee meeting of our Association, the CWC registered its concern towards the inordinate delay in processing the demand for higher grade pay to IP on par with Inspector cadre in other Central Government Departments/Ministries. All our members are very much aggrieved and frustrated due to the inaction and indifferent attitude of the Department towards Inspector, Posts cadre.

You may also well aware that the recommendations of the second CRC are still pending for implementation despite issue of Presidential sanction in the year 1990 but the same has not been implemented so far. Department has recently constituted a committee under the Chairmanship of DDG (P) for cadre review proposals relating to Group “C”, Postman/Mail Guard and MTS staff but the Department has failed to initiate action for forming cadre review committee in respect of Inspector, Posts cadre ignoring the instructions of the Nodal Department issued vide No.35034/9/2010-Estt.(D) dated 10.02.2011.

In addition to above two issues, other issues mentioned in the Charter of Demands are also equally important and deserve liquidation by the Department. All these issues have already been taken by us with the Department from time to time but no positive action is forthcoming. All these issues are agitating the minds of our members and they are feeling frustrated as the Department is not recognizing the services rendered by our cadre and the Department has even failed to finalize some of our demands in which no financial implications are involved.

Therefore, our Association has decided to submit the enclosed charter of demands to the Department. Our Association appeals the Secretary, Department of Posts to hold meeting with the Association to discuss and resolve these issues in positive manner.

We hope that the Department will come forward for discussion on the issues mentioned in the Charter of Demands at the earliest.

Charter of Demands of All India Association of Inspectors & Asstt. Supdts. Posts


i. Up-gradation of Grade Pay of Inspector, Posts from Rs. 4200/- to Rs. 4600/- with effect from 01.01.2006 and merger of post of Assistant Superintendent, Posts with the post of PS Group “B” as both are having Gazetted status and difference in Grade Pay is only Rs. 200/-

ii. Implementation of the recommendations of Second CRC and restructuring of Inspector, Posts cadre as an Inspector is getting promotion in P.S. Group “B” only after 24 to 26 years of service in Inspector, Posts cadre.

iii. There are 866 posts in PS Group “B” cadre. At present 75% posts i.e., 649 are filled through DPC on the basis of seniority cum fitness. 19% posts i.e., 165 are filled through LDCE among IP line officials and 6% i.e., 52 are filled through LDCE among General Line officials. Consequent upon the introduction of Postmaster cadre, there should be no change in 75% posts i.e., 649 posts through seniority quota. 87 posts of Senior Postmaster to be filled up through LDCE of IP line officials should be adjusted in 165 posts of existing examination quota of PS Group “B”.

iv. Consequent upon the introduction of Postmaster cadre, suitable amendment may be made in Recruitment Rules of PS Group “B” cadre revising quota of IP Line through seniority from 75% to 87%, IP Line through LDCE from 19% to 10% and General Line from 6% to 3%.

v. Supply of Laptops to all IPs/ASPs.

vi. 141 HSG I IP line posts may be re-designated as Assistant Superintendent Posts as it is a promotional for Inspector, Posts.

vii. Revision of rates of remuneration for performing duty as Invigilators in the examinations.

ix. Holding of periodical meetings with the Association at regular intervals. No periodical meeting has been held since long time despite submission of agenda for the same.

INVITATION FOR MARRIAGE

Dear Friends,
It is my first sharing with you through the blog of our association and I am using this opportinuty to cordially invite all of you in person for the marriage programme of my son AKSHAYA who is going to marry on 06th July 2011. The mariage party will leave for Nagaur (Venue : Digamabar Jain Nasiyanji, Near HPO Nagaur) on 06th July 2011 at 09.00 AM from UIT Community Hall HBU Nagar Ajmer. On next day i.e. on 07th July 2011, the Receiption Programme will take place from 07.00 PM and onwards at the same venue at Ajmer.
I hope that since the strike by operative staff has been deffered, therefrore nobody will feel inconvenience and each and every near & dear will join the function to bless the couple on this ocassion. Eagrly waiting to welcome you.
