Modified ACP scheme orders issued by the Government !!!
As assured by the Government, for implementing modified ACP scheme after elections, the order for modified ACP Scheme in line with Sixth Pay Commission Recommendations has finally been issued by Government.
Features of MACPS (Modified Assured Career Progression Scheme) :
(1) There shall be three financial upgradations under MACPS counted from the direct entry grade on completion of 10, 20 and 30 years.
(2) Financial upgradation under the scheme will be admissible whenever a person has spent 10 years continuously in the same grade pay.
(3) The grade pay at the time of financial upgradation under MACPS can in certain cases where regular promotion is not between two successive grades, be different than what is available at the time of regular promotion. In such cases the higher grade pay attached to next promotion post in the hierarchy of the concerned cadre/organization will be given only at the time of regular promotion.
(4) The financial upgradation under the MACPS would be admissible up to the highest grade pay of 12,000 in PB-4.
(5) The pay shall be raised by 3% of the total pay in the pay band and the grade pay drawn before such upgradation. There shall be no further fixation at the time of regular promotion if it is the same grade pay as granted under MACPS. Bulletin No. 08 dated .05.2009

Dear friends,
As you are aware that on my promotion to PS Group B, I have been posted as Desk Officer (Planning), Room no.343 F, Dak Bhawan, Sansad Marg, New Delhi. My residential address at Delhi is Quarter no.17-3/B, P & T Colony, Kali Bari Marg, near Gole Market, New Delhi. My contact no. of Delhi is 011-23036204 and the mobile no. is unchanged (09413333267). 2. Our General Secretary, Shri S Samuel has also been posted as Asstt. Director (RB) and is sharing the same room with me in the Directorate. I along with him met the Secretary (Post) and other senior officers in the Directorate and discussed the current issues related to our cadre. Secretary (Post) assured to extend every possible help in upward revision of grade pay of our cadre. We are hopeful as she happens to be a member of anomaly committee constituted for the central government employees. Here, I would like to add that the department has principally agreed for upward revision of the grade pay of PS Group Officers and the case of revision of grade pay of Inspectors is being linked with the revision of grade pay of Inspectors of other departments. We are very much hopeful of a positive result at an early date.
3. A proposal for reorganization of the sub divisions is under active consideration of the department. Previously, it was suggested that all sub divisions be placed under the charge of ASPs and we welcomed the proposal. Now, the department has come forward with another suggestion of placing the sub divisions under the charge of IPOs. This proposal is being vehemently opposed by us. The previous proposal will obviously improve promotional avenues of Inspectors while the later is good for nothing.
4. Department has again ordered for verification the membership of service unions and Associations and for this purpose, Circle HQ of our Association has sent membership forms dully signed by the Director (SR) to all divisional HQs. Please ensure timely return of these forms dully signed in duplicate by the members. ASP (HQ) or any other member posted at the divisional HQ will please monitor this work and ensure that no member is left behind from this campaign. This is most urgent and necessary for our recognition.
5. In the last bulletin I had given details of 63 members who have liberally donated a sum of Rs.16328-. This is just one third of our total membership and thereafter, we are not in receipt any amount from any member left behind from this mission. I sincerely appeal to those two third members who have yet not contributed to please do the needfull.You may send your donation to Shri B. L. Sharma, Treasurer by any available means but as early as possible.
6. In a supplementary DPC held on 13.05.09 for promotion to PS Group Officers, Shri Gopi Nath, ASP CO Jaipur has been promoted and posted as Asstt. Director (GB), Postal directorate New Delhi.This has increased the tally of officers of Rajasthan in Directorate, including Shri B L Bhati, DGM (Marketing), Shri Dinesh Sharma, ADG (RB), and Shri S L Patel, AD (Rev. Petition).
7. In our circle, many of our members are facing a typical problem of not being relieved for their new assignment despite promotion/transfer orders. In other words, orders of CO/RO are not followed by our divisional heads on the plea of shortage of staff. This is not a solution of the problem, but creation of a new problem. We are going to take up this issue with circle administration, but at the same time I would like request the divisional heads to please cooperate our own men and realize their difficulty.

MODIFIED ASSURED CAREER PROGRESSION SCHEME (MACPS) FOR THE CENTRAL GOVERNMENT CIVILIAN EMPLOYEES Government has notified the new ACP SCHEME for Central Government Employees as recommended by the Sixth Central Pay Commission... The Scheme would be known as " MODIFIED ASSURED CAREER PROGRESSION SCHEME (MACPS) FOR THE CENTRAL GOVERNMENT CIVILIAN EMPLOYEES. The Government has considered the recommendations of the Sixth Central Pay Commission for introduction of a MACPS and has accepted the same with further modification to grant three financial upgradations under the MACPS at intervals of 10, 20 and 30 years of continuous regular service.The scheme would be operational w.e.f. 01.09.2008. In other words, financial upgradations as per the provisions of the earlier ACP Scheme (of August, 1999) would be granted till 31.08.2008.

8. Retirements.-
Shri Mohan Lal, SSP Kota and Shri K S Narang SSP Ajmer have retired from service during this month. S/Shri S R Saini, Sr. Postmaster Ajmer HO (31.05.09), R K Arya,SRM Ajmer (31.05.09), B M Lakhiwal, SPOs Jhunjhunu (30.06.09), D S Kuntal, SPOs Sawai Madhopur(30.06.09), O P Sharma, SPOs Beawar (31.07.09) and S M Gupta, DDM –PLI(31.07.09) are also going to retire on superannuation. Association wishes them a very happy and long retired life. These mass retirements will pave the way for our senior colleagues for officiating in PS Group B on adhoc basis.
9. Circle Conference.-
Dear friends, you have recently witnessed an important role of youths of this country in re-electing the central government under the leadership of Dr Man Mohan Singh. On the same analogy, I also prefer to hand over the charge of this great Association to the next generation and for this purpose our annual conference which is also due, is to be convened. I propose to hold the conference at any convenient place during the upcoming monsoon season. At the same time, I also want to invite our CHQ leaders to hold CWC of our All India Association at the same venue. This would definitely, inspire our new circle leadership as well as to be a desired farewell for me. Here it would be pertinent to mention that until this day Rajasthan Circle has never hosted any All India event. Your views in this regard are solicited.
10. An important suggestion.-
I would like to suggest all of you to be computer friendly and at least to create your e.mail ID as early as possible. This would enable you to get the latest information instantly. At present I have got e.mail IDs of only 20 members and out of those, more than 50% do not open their e.mail for the months together. This is a very poor show in this hi-tech era of information technology. Had this happened, I would have not required sending the hard copies of this bulletin. This is not a difficult task and upon a little interest, it will automatically attract you to be fond of it. It will also simplify your job and eliminate the dependency on others in this field.

11. Personal celebrations. –
Shri Bharat Lal Meena, Asstt Supdt Post Gangapur City celebrated marriage of his daughter Ms Babita with Pappu(Dr. Ashok) on 07.05.2009 at Gangapur City.


Shri Har lal saini,Asstt Supdt Post Alwar celebrated marriage of his son Mr. Vijay with Ms Sunita on 27.2.2009 at kankariya.
Both the newly wedded couples as well as their parents are congratulated.
