Subject:  Request for considering immunity to the office bearers of  IP/ASP Association and fair deal with its members.

Respected Madam, 

        IP/ASP Association would like to bring to your kind notice that CPMG Rajasthan Circle has not considered the request of Circle Treasurer for transfer at Circle Headquarter under immunity service. Therefore this Association isdistressed over the spree of vindictive and doctorial actions of Circle against the IP/ASP cadre that too keeping the Directorate orders at stake.

        Madam, as you may be aware that certain trade union privilege and facilities are provided to the office bearers of the association in the relevant constitution of the concerned union/ association. Provision of concession of immunity for transfer is one of them. Furthermore, CCS (RSA) Rules 1993 are promulgated by the Government in order to regulate the associations, while on the contrary, attempts are themselves made by the Administration to defeat the object of Service Association. Service Association has been formed primarily with the object of promoting the common service interest of its members. Except this forum, there had been no avenue for the employees to hear their grievances and seek redressal.

        With much and deep sorrow, the members of this Association are constrained to convey our resentment towards step motherly attitude of Rajasthan Circle administration in not providing immunity for transfer to the office bearer. It is a fact that Circle Association’s body was constituted on 24/8/2013 and Circle Treasurer Shri Gauri Shankar presently working as ASP (HQ) Tonk Division has applied for transfer under immunity service  vide his application dated 31/1/2014 but now Circle Administration vide letter No. Staff/9-4/Ch.IX dated 15/9/2014 informed to this Association that “as regards immunity of transfer of above named official, Circle Secretary, Asstt. Circle Secretary and Asstt. Treasurer of Rajasthan Circle IP/ASP Association are already working at Jaipur (HQ), as such work of circle treasurer can easily bear Asstt. Treasurer. Moreover, the body was constituted on 24/8/2013 has already elapse a period of one year to offer posting at headquarter”. This is definitely a de-motivating factor which will affect the morale of the cadre. This Association strongly protests this kind of attitude of the Circle administration. Our Circle Treasurer has already applied for transfer within the time limit, but issue was intentionally found delayed by Circle Administration. 

        It is therefore urged upon to cause necessary instructions to CPMG Rajasthan Circle to treat members of IP/ASP Association at par with other trade unions and provide special privilege to our members as given in the constitution and consider the request of Circle Treasurer for transfer at circle headquarter under immunity service immediately.

CHQ News - Reminder to Directorate to complete the vigilance enquiry in death case of Ms Mohini Gupta ASP Ajmer

Subject:  Request for initiating vigilance enquiry into the death case of Smt. Mohini Gupta, ASP Ajmer (Rajasthan).

Ref.      :    Directorate No. Vig./2-1/2014/Ch-II dated 28/3/2014

Respected Sir,

          I would like to invite your kind attention to this Association’s letter of even number dated 18/3/2014 and 25/4/2014 whereby it was requested to constitute a committee at Directorate level to carry out vigilance enquiry on the points raised by the deceased officer in her representation dated 19/1/2014 to elicit the truth in the death case of loyal and hard worker officer. But till date Directorate has neither carried out vigilance enquiry nor communicated the progress of the case to this association. It is hearsay that Directorate has simply called for report from Rajasthan Circle, which will not fetch the clear picture of the case.  

             Therefore again and again it was requested your honour to look into the matter personally and cause to complete the vigilance enquiry in the matter on top priority basis, otherwise officials involved in this case will devastate the genuine records etc.  

             An early action and line in reply is requested.

History of Earlier Pay Commissions in India

Since India’s Independence, seven pay commissions have been set up on a regular basis to review and make recommendations on the work and pay structure of all civil and military divisions of the Government of India.

Historically the Central Government has been setting up the Pay Commissions after a period of almost ten years. This is more of precedence than a statutory requirement. Government is not bound by any law or regulation to set up the 
Pay Commission after ten years.

The objective of the Pay Commission is to bring parity in the salaries and perks of Government Servents with their private sector counterparts and bring a sort of compatibility with the trends in the price rise of different commodities, thus encouraging them to lead an honest life.

The roots of practise of setting up Pay Commissions goes back to British Period when Royal Commissions were set up for various purposes including Pay Revisions– e.g. Aitcheson Commission (1886-87) and Islington Commission (1912-13).

At present India is perhaps the only country where this practice still followed. Even Britishers have long discontinued with this system.

CHQ News - Seniority list : PS Gr. B as on 1/1/2012

Directorate vide memo No. 9-02/2013-SPG dated 16/9/2014 has issued final seniority list of PS Gr. B cadre officers as on 1/1/2012 updated up to 30/4/2013. 

While going through the said list it is noticed that, as on date many officers have already been retired from Govt. service on superannuation / voluntarily etc. To keep the updated list at CHQ, it is requested to all Circle Secretaries to intimate the names of the officers of their circle who retired on superannuation/voluntarily/expired / promoted to JTS Gr. A cadre from the list to CHQ.
