            Agenda of IP/ASP Association Rajasthan Circle for next four monthly meeting is as under:-

1. Circle gradation list of IP/ASP has not been issued since a long time. Please issue revised updated gradation list.
2. PLI incentive of maximum IP/ASP is pending for more then 2-3 years. Please issue necessary orders for funds/sanctioning of PLI incentive.
3. Motor Cycle mileage allowances of IP/ASP is not being sanctioned by Divisional Heads. Please instruct Divisional heads in this regards.
4. Posts of Mail overseers are lying vacant in many sub divisions. Please issue order for filling up of all vacant posts.
5. Posts of more than 30 IPs are lying vacant in the circle. Please issue order for filling up of all vacant posts through adhoc arrangements.

Grant of Honorarium to Inquiry Officer (IO) / Presenting Officer (PO)...consolidated instructions regarding.

DoPT has released consolidated orders on rates of honorarium to IOs/POs for departmental inquiries on 31/07/2012.

The revised rates are : IOs (Serving) - Min. Rs 5000 & Max Rs. 10,000.

POs(Serving) - Min Rs. 5000 & Max - Rs. 10,000. The revised rates are applicable with effective from 31/07/2012 and applicable to the inquiries in progress also. The payment is subject to terms and conditions laid down.

The number of disciplinary cases is to be restricted to 10 in a year and not not more than 2 at a time.

Respected Madam,

 

Kindly refer to this Associations letter of even number dated 7/5/2012 regarding convening of regular and supplementary DPC for the promotion to PS Gr. B cadre.

 

There are set rules and procedure to convene DPCs at regular intervals to draw up panels which could be utilized for effecting promotions/against vacancies occurring during the course of a given year. As such, department should by now initiate action to fill up the existing as well as anticipated vacancies in the respective quota as per the instructions contained in DOP&T OM No. 22011/5/86-Estt.D dated 10/4/1986. By not adhering to the standing instructions of DOPT, the department is unnecessarily dragging the members of the Association into litigation.

 

It is pertinent to mention here that there remain 22 to 23 vacancies from the last DPC under 75% quota for the vacancy year 2011, so supplementary DPC for the vacancy year 2011 was required to be conducted as it is done every year before any promotion through LDCE (25% quota). But contrary to this, the department has declared the result of LDCE for PS Group “B” that too in a haste ignoring the right of Senior ASPs waiting their elevation for the last 23 to 24 years. Now, the department cannot blame members of the Association for any litigation that could arise owing to fixation of seniority for not convening supplementary DPC for the vacancies year 2011.

 

It is therefore once again requested that suitable orders may kindly be passed to put in place immediately for calling ACRs/APARs of eligible officers for holding DPC for the left out vacancies for the year 2011, and also for vacancy year 2012.

 

A positive action will be highly appreciated.

Verification of SB withdrawals exceeding Rs. 5000/-....Reg.

Subject : Verification of SB withdrawals exceeding Rs. 5000/-....Reg.

 

Respected Madam,

 

This Association would like to bring to your kind notice that as per the provision laid down in Rule 85 of POSB Manual Vol-I, withdrawals of Rs. 5000/- and above in all BOs and single handed Departmental Sub Offices are to be verified by sub divisional heads or Public Relation Inspectors by contacting the depositor as quickly as possible.

 

It may be seen that as per the SB Order No. 19/2009 dated 14/12/2009, BPMs are authorised to sanction withdrawals from Rs. 2000/- to Rs. 5000/- independently without obtaining the prior approval of the Account Office. Admittedly, the number of such withdrawals requiring verification as per Rule 85 of POSB Manual Vol. I. This Association would like to further state that sub divisional heads have already over burdened since the introduction of MGNREGA (payment), monitoring of CBS work/ Delivery of Aadhar cards/ Project Arrow, opening of new accounts including BPL, procurement of PLI/RPLI business etc.

 

Further, as per the directions given under Directorate Memo No. 113-11/2003-SB dated 28/9/2006 and consequent upon the restrictions imposed by the Income Tax, all maturity amounts above Rs. 20,000/- are now being paid through cheque. In order to avoid the cheque system the customers are seeking other options like crediting the value into their SB accounts. This credit is normally followed by withdrawals from SB accounts which will be, in almost cases more than Rs. 5000/-. This increases the number of such withdrawals requiring verification as per the above cited rule.

 

Moreover the verification is now carried out with the help of Mail Overseers. Most of the accounts in the rural areas are operated by ladies out of their savings from daily work. The husband/other family members are not aware about this account and when Mail Overseers visit their house to verify the withdrawals, they are put to embarrassing situations. The value of rupee is also going down day by day and the number of deposits and withdrawals of high value are on the increase causing much work load to the sub divisional heads.

 

In view of the above lines, your kind honour is requested to look into the matter and cause to issue necessary amendment to Rule 85 of POSB Manual Vol-I by raising the limit of verification of SB withdrawals from Rs. 5000/- to Rs. 30000/-.

Sir,

I am directed to refer to your letter No. CHQ/IPASP/Reso/1-2/2012 dated 17.5.2012 on the above mentioned subject and to inform that Government has provisionally approved amendment to the Constitution of All India Association of Inspectors and Assistant Superintendents Posts. The amended version will now read as given below.

Revised Article 38 : Subscription

The monthly subscription shall be Rs. 50/- (Rupees Fifty only) per member, payable monthly through check off system by deduction from the salaries by Drawing and Disbursing Officers (DDOs) @ Rs. 50/- (Rupees Fifty only) per month. However, in case of new members, they can exercise their option in the month of April and deduction of subscription @ Rs. 50/- (Rupees Fifty only) per month will be made by the DDO concerned from 1^st July of that year. Entire deducted subscription will be remitted to the Circle Branch. 40% of the subscription will be allocated to CHQ and the remaining 60% to Circle Branch (by Circle Secretary).

Revised Article 44 : Circle Conference :

The Circle Conference shall be the supreme deliberative and legislative body of the Circle Association, it shall among others have following specific powers:

(a) To elect the following office-bearers:

(i) President (v) Organising Secretary – 4

(ii) Vice President -2 (vi) Treasurer

(iii) Circle Secretary (vii) Assistant Treasurer

(iv) Assistant Circle Secretary-3

Note : 1 The election of office-bearers at items (i) to (vii) above shall be by secret Ballot, if so demanded even by a single member.

Note : 2 (a) If the Circle Conference of a particular Circle desires to have more Organising Secretary or Assistant Circle Secretary they may be so elected.

(b) To appoint the auditor from among the members.

(c) To elect the members of the Circle Working Committee not exceeding twenty five.

(d) To elect the delegates for the All India Conference.

(e) To consider and adopt the annual report, accounts and budget estimates.

(f) To adopt resolutions on problems of the members and to devise ways and means to implement the Center’s Policy Directives.

2. The above amendment may be incorporated in the existing constitution of the Association and a fresh copy of the constitution submitted to this office for record.

CHQ President and GS visited Postal Directorate on 09.07.2012

President, General Secretary, Ex-General Secretary and Circle Secretary Punjab Circle visited the Postal Directorate on 9th July, 2012. They attended meeting on Organisational Restructuing in Department of Posts called for by the Department. Views / suggestions already submitted on 4th June 2012 by our Association were discussed in length with the Committee. The approach of the Committee headed by the CPMG, M. P Circle was positive towards IP/ASP cadre.

Following issues were also discussed with the concerned officers during informal meeting :-

1. Amendment in the Constitution of All India Association of IP/ASP Association to revise Article 38 and 44.

Orders are likely to be issued by the SR Division in this week.

 

2. DPC for promotion to PS Gr. B.

ACRs/APARs will be called for soon. Vacancies are yet to be calculated by SPG Division..

 

3. Supplementary DPC for PS Gr. B for the year 2011.

Postal Directorate will not convene supplementary DPC as regular DPC is already due.

 

4. Up-gradation of GP of IP from Rs. 4200/- to Rs. 4600/-.

Representative from the Department has discussed the matter with the concerned officer in MOF. File is likely to be submitted again to the MOF.

 

5. PS Gr. B and PM Grade-I Examination for 2012.

Results of both the examinations are likely to be declared soon.

 

6. Sr. PM Examination.

Six CAT cases are pending in various benches. Hence, there is no hope for holding of Sr. PM Examination in near future.

7. Periodical Meeting with the Secretary (Posts).
Date of meeting will be fixed shortly by the Postal Directorate. Agenda for meeting has already been submitted to the Department on 10/4/2012.

Subject: Regarding organizational Restructuring in Department of Posts.

Ref. : Dte letter No. 23-1/2012-PE-II dated 10-5-2012.

1. The department has issued the above letter calling view of the Association regarding organizational restructuring in DOP. It is seen that main stress of the department is to help executives structure their enterprise to create accountability for results. This move of the department is appreciable and will definitely go a long way, if done, keeping in view the interest of organization as a whole and administrative side particularly.

2. With the invent of technology on DOP and Consequent upon introduction of new business branches, the Department of Posts is on the verge of conversion into a dynamic organization with projects like changing ambience of the offices, providing good working environment to the staff, providing comfort to potential customers or visitors and various long lasting projects like Digitization of Records, Core Banking, Mail Optimization, Consumer Price Index, Aadhaar Technology, Biometric Systems etc and to the most adhering to the norms fixed on Citizen Charter. All these projects are being implemented with the support and incessant hard work of IP cadre, PS Group “B” officers who are proposed to be elevated to Class-I with the proposal to upgrade Class-II Divisions to Class-I. It will not be wrong to say that the total responsibility for successful implementing the various innovative schemes has virtually devolved who are propose to be elevated to Class – I with the proposal to upgrade Class-II divisions to Class-I. It will not be wrong to say that the total responsibility for successful implementing the various innovative schemes has virtually devolved on the IP and ASP/Group “B”. Thus without taking into consideration career prospective of IP/ASP/Group “B” officer no Organizational Restructuring will work.

3. There has been no upgrading or cadre restructuring of the apex Grade of these cadres. Owing to extreme stagnancy there is resultant frustration amongst the incumbents of this cadre. Even after acquiring long years of experience and expertise they are not elevated to Group “B” what to say of Class-I. All these are not only the root cause of frustration amongst the IP cadre but these are also an impediment in effective execution of administrative policies and plan. This is bound to have an adverse impact on the efficiency of the department. Thus, cadre review along with proposed organizational Restructuring is the solution.

4. An Inspector of Post Offices feels over burdened at the beginning of his career as he has to do every type of work in his office may be of a peon in his own office, clerk & typist as it is a single man office who bears the brunt of all failings in the department as he is at the lowest rung in the administrative hierarchy. “The results – he thinks of leaving the department to join other establishment thereby brain drain. No organization can last long with the service of its frustrated employees. It is therefore necessary to strengthen the backbone of the department with a fair deal. All existing Sub Divisions should be provided office staff and post of Mail Overseer can be converted to Asstt. Inspector (PA cadre/System Manager).

 

5. At present 141 HSG-I postmaster posts are filled from ASPs, now in view of Postal Directorate letter no 4-19/2012 – SPB – II dated 02.05.2012, the provision of filling up of HSG I posts by ASPOs will not be possibly operated thereby diminishing our promotional prospects. In order to compensate IPs/ASPs and to keep us in administration hierarchy separate posts of SP (Technology & BD) may be created in each proposed Class-I Division.

 

6. It is one of the best ideas and will be in the betterment of things if organisational restructuring is done along with cadre review in the revised format in view of changed scenario.

 

7. However, in view of the terms of reference of Committee the views of IP/ASP Association are as under:

 

a) Creation of new Postal Divisions and Regions as well as upgradation of Class II Divisions into Class I Divisions: In our beloved country there are 28 States and 7 UTs so all the states and if justified UTs should have independent Circle HQ, the concept of Region should be dole out. To avoid duplicacy of work RO may be merged with Circle by creating the post of PMG (BD & Technology). However bigger States can have more than one independent Circle(s) on the Telecom Circles analogy. The Class-II postal Division should be upgraded to Class-I in the following format:

i) General administration: The posts of ASP (HQ) and that of sub divisional heads can be included in this category under the control of Class-I Divisions. All the posts of ASP (HQ) and IP/ASP (Sub Divisions) should be elevated to PS Group “B”. Examination system as in vogue presently should be dispensed with immediately as it is creating junior/senior impediment. Only experienced Inspector line officials should be promoted to PS Group “B” those should be further elevated to Class-I. There should be no entry of General line official in the General Administration. Their entry should only be restricted to Sr. Postmaster Cadre only.

 

ii) Inspection & investigation: A separate Inspection and investigation units should be created at Circle level. This can be compositions of Inspectors headed by PS Group ’B’ officers under the control of DPS (IR/INV) by creating new posts of JAG. Beside investigation/vigilance visits, the inspection work of all the HOs /divisional offices and bad offices should be entrusted to this unit. The other inspection work can be done by Sub Divisional Officers along with his set team. Consequently upon introduction of Core Banking Solution (CBS) on DOP and decentralization of PLI, there is need to have separate inspection team to inspect and monitor the work of CBS & PLI at Circle level. So it is suggested that two units one for CBS on the pattern of Banks and PLI should also be established under the control of Class-I officer.

 

iii) Business, technological & allied works: The present incumbent working as System Manager & MEs can be posted on the basis of some benchmark to be fixed by department on justified posts immediately by creating equal number of Post. They can put under the supervision of PS Group “B” officer by creating the post of SP (Technology) in each Class-I division.

 

iv) Sr. Postmaster Cadre: As per Postmaster Recruitment Rules 2010, 25% of posts in the grade of Sr. Postmaster are to be filled up by promotion of Postmaster Gr. III with 2 years of regular service in the grade including regular service in HSG- I and 75% through IPs only through LDCE. Further the Sr. Postmaster will form part in combined Group “B” officer list after availing one opportunity of elevation through examination so department should do away with PS Group “B” examination system which is otherwise also giving rise to litigations. The presently working general line PS Group “B” officer may be posted as Sr. Postmaster en-block particularly in view of DOPT instructions to keep IP line separate from general line. There should be no entry of General line officials to administration & vice versa. Even the Inspector Post appeared in Sr. Postmaster exam after rendering 6 year service as IP should have no right to come back to the administration in PS Group “B”. In Class-I such promote should only be posted as Chief Postmaster on Class-I posts.

 

b) Organizational restructuring of field formations: At present, duplicacy of work is being done in Regional Offices. Hence, there is no need of RO. There should be only Circles. All establishments working in ROs be shifted to Circles and utilized for implementation/monitoring of decisions of the Department. Each revenue District should have atleast Class-I division(s) and Tehsil/Taluka should have Class-II Sub Division. In case any extra division i.e more than one division is justified in any particular District as per existing norms or being framed by the committee then the district can have two or more divisions.

 

c) Upgradation of Post Offices: There should not be any single handed SO in the DOP and as such all single handed SOs may be considered for closure and existing manpower be utilized in other needy post offices. Status of all triple handed SOs be upgraded as LSG/PM Grade-I converting them into a delivery Post Offices. Simultaneously the Status of all LSG/PM Grade-I SOs be upgraded as HSG-II/PM Grade-II and that of HSG-II/PM Grade-II HOs/SOs be upgraded as HSG-I/PM Grade-III.

 

d) Creation of Posts of Assistants / Sorting Assistants in view of the increased need of System Administrators. With the enormous increase of work pressure on the Postal Sub-Divisional Heads, one post each of PA and System Manager should be attached with the Sub-Division to look after computer related work of the post offices under the control of respective sub division and other clerical work.

In our views, there is no harm to upgrade Class-II divisions to Class-I but simultaneously the posts of ASP (HQ), IP/ASP (Sub Divisions) must be upto PS Group “B”. This will definitely prove result oriented and every cadre will provide their true commitment to various policies and programmes of the department by ensuring its successful implementation. All the Sub Divisions may be upgraded to Class-II level and should be provided with adequate infrastructure and manpower as the work in the sub Divisions has been increased manifold and without the assistance it is difficult to run the Sub Division efficiently.

Central D.A. from July'12 may be 7% again.
Subject to AICIN data for the next two months remaining in the current level, the following assumption is being made.

The AICPIN data for April 12 has been recently published. It rises to 4 points and reached 205. We know that D.A. is calculated on the basis for 12 months average. To calculate the D.A. payable from 1st July 2012, we need the figures of May and June 2012 which are to be released on 30.06.12 and 31.07.12 respectively. If the data remains for the next two months in the same level, i.e. 205, the hike will be 7%. Even if it marginally drops  1 point in any of the months, the rise will be still 7% which will take the total D.A. to 72%.

Considering the latest hike in petrol price, it is unlikely that the index may drop in the next months. So we can guess the next D.A. hike @7%, revising our previous guess work.

With the approval of the Secretary a Committee for organizational Restructuring in the Department of Posts has been constituted under the Chairmanship of Shri Ashutosh Tripathi, CPMG, Madhya Pradesh Circle. The Terms of Reference of Committee are:

· To revisit the norms for creation of new Postal Divisions and Regions as well as upgradation of Class II Divisions into Class I Divisions.

· To study the feasibility of organizational restructuring of field formations (Circle and below) keeping in view the emerging needs for India Post in the new socio-economic environment.

· Review of norms for upgradation of Post Offices.

· To study the feasibility of strengthening / creation of Posts Assistants / Sorting Assistants Posts in view of the increased need of System Administrators.

· Any other relevant issue as may be assigned by the Competent Authority later.

2. The Committee is at present examining the feasibility of organizational restructuring of field formations (Circle & below) keeping in view the emerging needs for India Post in the new socio-economic environment as well as induction of technology in the Department. While deliberating on this, the Committee has decided to obtain valuable inputs from the concerned stakeholders.

3. In the light of above, you are requested to kindly provide your considered views on what according to you are the problems (both administrative and operational) in the current organizational set up and what could be the possible revised structure for all category of offices that could address these problems with the given human and financial resources.

4. On the basis of various discussions that the committee members have held with the other officers, possibility of creation of vertical silos has also emerged. You may also give views on this clearly identifying the possible silos given the nature of the work in the Department of Posts not only as per the current scenario but also the possible one in the next decade; along with their possible structures; responsibility financial and reporting system etc. The possibility of extending the silos till the Head Post Office may also be considered.
