7th Pay Commission Projected Pay ScalePeople may think that the babus again started to make voice over pay revision and next pay commission or 7th Pay commission. There is a saying that “The crying baby gets the milk”. The need makes the man to act.
 
One should try to understand the fact that being a government servant one can witness a considerable pay hike at least twice or thrice of his/her entire service period. Because, other than promotion, only the pay commission recommendation will give them considerable pay hike. But it takes place once in ten years. Now a days a government employee can render service 20 or 30 years only due to non availability of employment opportunity in government service below the age of 25. So there is no need to be get annoyed by hearing the voice for seventh pay commission from central government employees. Because constituting next pay commission is for nothing but to review the salary of the govt. servants with the current economical condition of the country.
How the pay of a govt. employee had been fixed at the beginning of the Independence India.
 
Till now there are six pay commission had been constituted to review and recommend pay structure of central government employees.
 
All the six pay commissions have taken many aspects into consideration to prescribe the pay structure for government servants.
 
In the first pay commission the concept of ‘living wage’ was adopted.
 
In second pay commission it had been reiterated that the pay structure and working condition to be crafted in a way so as to ensure the effective functioning of government mechanism.
 
The third pay commission adopted the concept of ‘need based wage’
 
The Fourth CPC had recommended the government to constitute permanent machinery to undertake periodical review of pay and allowances of Central Government employees, but which got never implemented.
 
In Fifth pay commission all federations demanded that the pay scale should be at par with the public sector. But the pay commission didn’t accept this and told that the demand for parity with the Public Sector was however difficult to concede as it felt that the Job content and condition of service in the government and pulic sector not necessarily the same. There were essential differences between the two sectors.
 
The Sixth Central Pay Commission, claimed that it had not only tried to evolve a proper pay package for the Government employees but also to make recommendations rationalizing the governmental structure with a view to improve the delivery mechanisms for providing better services to the common man
 
What about seventh pay commission?
Generally every pay commission, before recommending a pay structure, it used to analyze all the aspects including the economic situation of the country, financial resources of the government, comparison with the public sector, private sector and state government pay structure etc. So it is very much clear that Pay Determination is very complicated and sensitive task. Without any doubt every one accepts that this is very challenging task too. In order to determine the new pay structure the pay commission has to go through voluminous data consisting current economic condition, strength of the work force and working condition etc. In the meantime, if one tries to suggest or comment about 7thy pay commission pay scale or about what the seventh pay commission pay scale would be, it will not get much importance.
 
But when we come across all the recommendations of six pay commissions, we observed an interesting factor which is common to all the pay commission recommendations, particularly in the matter of percentage of increase in the pay. Average 3 times increase in the pay was recommended by each pay commission and it was accepted by government and implemented. We have posted three articles about six pay commissions before this post.

Obviously it is simple thing, we can say it a mathematical coincidence that we have in common in all previous pay commission, but we cannot neglect this. Because it was there, every time it is noticed that the revised pay was approximately three times higher than its pre revised pay. Apart from all the factors which has been used to determine the pay revision, we can use this simple formula ‘common multiplying factor’ to know the 7th pay commission pay scale . If next pay commission prefer to continue the same running pay band and grade pay system for seventh pay commission also, the pay structure may be like the following projected figures given below, using common multiplying factor ‘3’. Everyone knows that all central government employees can avail LTC through their respective department and can use this opportunity for travelling to any part India. This concession can be availed in block years.  A block year consists of four calendar years. As far this block year is concerned, this year 2013 is the last year in this particular block year – i.e. 2010-2013.


Employees can use this opportunity this year itself without waiting for an extension in the next year. In the last couple of years the block years were extended for another one year for the benefit of many of our employees who are not utilizing it properly. SUCCESSFUL FIVE YEARS OF THE BLOG OF THE ASSOCIATION



                Exactly before five years, this BLOG was launched for Rajasthan Circle branch of All India Association of Inspectors/Asstt. Superintendents Posts. The technocrat behind this BLOG was non other than the person who is now on the driver’s seat of our Association i.e. Shri Bhupendra Parashar, Circle Secretary. Before launching of this BLOG, I used to issue bimonthly news bulletins which were also popular and relevant at that time. However, the news and other issues were made known to the members en’block after a period of two months. But after the BLOG came into existence, the news and other activities of the Association became accessible to the members instantly. I think, many times only this BLOG is used as the primary source of information, not only for the activities of our Association but also for the other departmental activities. We should continue to feed with new ideas and information to be posted and shared on the BLOG in this electronic era of twitter and other social sites.
                The popularity of any BLOG is adjudged by the number of its viewers. You will surprise to know that during the last five year 1,29,346 persons have visited this BLOG and at an average of more than one hundred persons visit this BLOG daily. Upto this day, 302 articles have been posted on this BLOG.  For this tremendous achievement, Shri Parashar deserves a great thank. At this time, I also congratulate all the viewers and express gratitude on behalf of the Association who not only put their faith in this BLOG but also encouraged team Parashar. I hope, the BLOG will continue to increase its family of viewers and will keep the information updated. For your kind information, here I may add that viewers of this BLOG are not only from Rajasthan but across the country. This BLOG is included in the list of topmost BLOGS created by the personals of the Department of Posts and being used by them for updating about the department.
                Long back, when I took over as Circle Secretary of this Association in Pushkar conference, we started not only from ground zero but more appropriately to say from minus level. With the cooperation of all the members, the Association could touch the new heights and gathered a respectful momentum and dignified position in CHQ. It also gathered the faith of the members in Rajasthan. At the time of my exit in the year 2009, I was a bit afraid of my successor and worried about the tree I had planted with the help of my colleagues. Thank God, Shri Parashar completely washed out my worries and proved himself to be a far better Circle Secretary. I congratulate and bless him for his success story he has written on the face of this great Association.
                The Department of Posts is now a days going through a state of transformation and is on the way to adopt the latest technology. You all are lucky to be the witness of this great transformation. This might be a period of crisis but obviously it will provide comfort and relief to the coming generation. I am of the opinion that CBS in saving bank operations and migration of data of PLI to Mc camish will bring a revolution in the working of the department. At this juncture of time, we must keep ourselves technologically updated otherwise our tag of so called “Back bone of the department” will remain no more with us. I have no hesitation to say that many of our senior colleagues are completely dependent upon the system managers and other technologically experts. This situation is not good for our health. I may narrate here a famous quote “an educated person of yesterday, if does not learn today, becomes uneducated of tomorrow.” I hope you will not become an uneducated of tomorrow by keeping yourself in line with the latest technology being adopted by the department. Above all, my advice to all of you is to keep your self-respect and dignity always protected. Treat yourself as a dignified person, learned official and expert boss among the staff rather than a yes man of the officers.
                Finally, I once again congratulate all our members and urge them to be united for the betterment of the cadre. We should leave behind our personal interests and work jointly for the cause of this great Association. I am going to superannuate on the 31st July of this year and at the time of my departure from the department, I pray God to bless you. I express my heartfelt gratitude to all of you for the love and affection shown towards me and assure to be always with you.

CHQ NEWS-Association's impact......

Our Members may aware that the irregularities in connection with holding of departmental examinations were brought to the notice of Secretary (Posts) / Member (P) by this Association vide letter Nos. CHQ/IPASP/IP-Exam-12/2012 dated 19/11/2012 and 29/4/2013, and letter No. CHQ/IPASP/PS Gr.B-Exam/2013 dated 27/4/2013. It was also requested to constitute vigilance enquiry in these issues and bring transperancy in examination system by changing the existing outsourcing agency.
It is learnt that Directorate has taken serious view on these issues and decided to consider our request to change outsourceing agency for conducting departmental examination. The file is under process.

Letter to Secretary (Posts)...Regarding non maintaining uniformity by Circles in making Adhoc Promotion of ASPs to PS Gr. B Cadre.

Subject: Regarding non maintaining uniformity by Circles in making Adhoc Promotion of ASPs to PS Gr. B Cadre.


Respected Madam,


The IP/ASP Association intends to bring to your kind notice how Circles are resorting to ad-hoc arrangement in total disregard to the statutory provisions on the subject as well as proper manpower management and career advancement of the employees. As explained in DOP&T’s O.M. No.28036/8/87-Estt.(D) dated 30.03.1988 read with O.M. No.28036/1/2001-Estt.(D) dated 23.07.2001,promotions/ appointments on ad-hoc basis are to be resorted to a post which cannot be kept vacant in consideration of its functional/operational requirement. In our Department, posts of PS Group ‘B’ are of such a nature that these cannot be kept vacant in the larger interest of department and public as well.


Whenever ad-hoc promotions are found inescapable in selection posts in the exigency of service, the same should be ordered only from amongst the senior-most eligible staff. As a rule, a junior should not be promoted, ignoring his senior unless the competent authority ordering the ad-hoc promotion, considers him unsuitable. Certain circles are over sighting these rules while making ad-hoc promotions. Assam Circle is set example where two juniors of Shri Ganesh Kumar Sarmah, ASP (HQ), Tezpur Division are still working on ad-hoc basis in PS Gr. B cadre at Circle office as ADPS (Mails) and ADPS (FS) ignoring the right of Shri Ganesh Kumar Sarmah. It means that inter-se-seniority has not been taken in to consideration while making the ad-hoc arrangements in PS Gr. B cadre.


This Association therefore requested your honour to kindly issue instructions to all the circles to fill short term vacancies of PS Gr. B cadre on ad-hoc basis according to the guidelines issued by DOP&T and as per the inter-se-seniority cum fitness at the earliest and convene timely DPC in each cadre for career advancement of the employees and to avoid ad-hoc arrangements that is otherwise also creating ambiguities.

Your kind attention is invited to this Associations letter of even number dated 10/12/2012 and 4/3/2013 wherein justice being denied to our members due to non convening of DPC for grant of timely MACP by circles was brought to the notice of Directorate but unfortunately no attention seems to have been paid at Directorate level towards above said letters, as till this date, neither the above cited letters acknowledged nor replied.


This Association would like to bring to your kind notice that, DOPT has already issued crystal clear instructions under their OM No. 35034/3/2008-Estt(D) dated 19/5/2009 stating that cases maturing during the first half (April-September) of a particular financial year shall be taken up for consideration by the Screening Committee meeting in the first week of January. Similarly, the Screening Committee meeting in the first week of July of any financial year shall process the cases that would be maturing during the second-half (October-March) of the same financial year.


In view of the above, this Association has requested Directorate vide above referred letters to issue instructions to all circles to follow the orders issued by DOPT both in letter and spirit, but till date many circles have not convened their pending DPCs for MACP to IP/ASP cadre.


It is therefore once again requested to kindly issue strict instructions to all circles to convene the pending DPCs by the end of this month.

Donation for CAT case for 4600 grade pay

Shri Y. Venkateswarlu, Assistant General Secretary CHQ and ASP, Siddipet Sub Division (under Medak Division Andhra Pradesh) - 502103 has remitted a sum of Rs. 1000/- (Rs. One thousand only) as donation to CHQ for recently filed C.A.T. case at Ernakulam Bench.

All Circle Secretaries and members are aware that, big circles have to deposit / remit Rs. 10000/- and small circles Rs. 5000/- as donation amount directly to CHQ account opened at State Bank of India (Account No. 32353016466 having IFS No. SBIN0001467) in the name of Shri Vilas S. Ingale and Santosh S. Kulkarni at Vakola Branch Mumbai through Core Banking. It was also requested to all to intimate the details of the amount remitted to General Secretary over his mobile number to enable him to put the details of receipt of donation/s on Associations blog and also to maintain account thereof.
 
Circles who have yet not remitted their quota as decided in CWC Meeting held at Shirdi (Maharashtra) are once again requested to remit the same without further delay. Now we have to pay the fees to counsel.

First Phase Direct Recruitment PA/SA Examination 2013 will be held on 21/4/2013.

As notified by Postal Directorate Aptitude Test (Paper I) for Andhra Pradesh, Gujarat, Karnataka, Maharashtra and Tamil Nadu circles is scheduled on 21st April 2013. CMC has started to dispatch Admit Cards to all eligible candidates of these circle by ordinary post. In case candidate is not received the Admit Card by 11/4/2013, then he can download the same online from www.indiapost.gov.in using Direct Recruitment PA/SA Examination link from 12th April 2013 onwards. Candidate can also report discrepancy in Admit Card data from 12th April 2013 using the link GENERATE ADMIT CARD on the same web site.
CMC has issued some Admit Cards without PHOTOGRAPH of the candidate. All such candidates may visit the departmental website www.indiapost.gov.in to reconfirm their eligibility. It was noticed during the course of checking the application forms that, candidates failed to paste photographs on their application form. Due to non receipt of photographs along with applications forms, such applications are said to be cancelled and candidates are not allowed to appear in Aptitude Test (Paper I).

India's Second All Women Employees Post Office is likely to be inaugurated by Hon'ble Secretary (Posts) Ms P. Gopinath in Mumbai on 12th April, 2013.

On same day, a new set of Commemorative Postage Stamp on the occasion of completion of 100 years of GPO buildings Mumbai GPO, Agra GPO and others will be released by Hon'ble Secretary (Posts) at Mumbai GPO.
