History of Earlier Pay Commissions in India
Since India’s Independence, seven pay commissions have been set up on a regular basis to review and make recommendations on the work and pay structure of all civil and military divisions of the Government of India.
The objective of the Pay Commission is to bring parity in the salaries and perks of Government Servents with their private sector counterparts and bring a sort of compatibility with the trends in the price rise of different commodities, thus encouraging them to lead an honest life.
The roots of practise of setting up Pay Commissions goes back to British Period when Royal Commissions were set up for various purposes including Pay Revisions– e.g. Aitcheson Commission (1886-87) and Islington Commission (1912-13).
At present India is perhaps the only country where this practice still followed. Even Britishers have long discontinued with this system.
Historically the Central Government has been setting up the Pay Commissions after a period of almost ten years. This is more of precedence than a statutory requirement. Government is not bound by any law or regulation to set up the

CHQ News - Seniority list : PS Gr. B as on 1/1/2012
Directorate vide memo No. 9-02/2013-SPG dated 16/9/2014 has issued final seniority list of PS Gr. B cadre officers as on 1/1/2012 updated up to 30/4/2013.
While going through the said list it is noticed that, as on date many officers have already been retired from Govt. service on superannuation / voluntarily etc. To keep the updated list at CHQ, it is requested to all Circle Secretaries to intimate the names of the officers of their circle who retired on superannuation/voluntarily/expired / promoted to JTS Gr. A cadre from the list to CHQ.

CHQ News - Merger of ASP cadre in to PS Gr.B cadre/cadre restructuring ......Meeting at Directorate
As everybody aware that DOP has already finalized cadre restructuring of Group 'C' cadre on 28/4/2014. CHQ has constantly reminded to Directorate for holding of meeting with the representatives of our Association in connection with cadre restructuring of IP/ASP cadre.
CHQ has already submitted a proposal of merger of ASP cadre in to PS Gr. B cadre to Directorate on 20/11/2013. The queries raised by Directorate letter under No. 25-35/2011-PE-I dated 19/5/2014 was also quickly replied on 14/6/2014. Now, meeting is likely to be scheduled in the next week for cadre restructuring of IP/ASP cadre. CHQ has already linked up the merger issue with cadre restructuring subject, as the result of 2nd cadre review was not implemented by DOP even though presidential sanction was issued in 1990 for up-gradation of 245 posts to PS Gr. B. Senior members know this issue very well. We have to discuss the workable proposal at Directorate and for the benefit of the cadre.
It is therefore requested to each Circle Branch to submit their fresh proposal if any to GS immediately, or permit CHQ to take decision at their own for the benefit of the cadre and not at individual level.
All ASP/IPs of Rajasthan Circle please provide their fresh proposal if any other with in three days other wise we will permit GS to take decision at their own for the benefit of the cadre

Moreover, the suggestion would create administrative inconvenience at the time of transfer / posting of senior Officer as Divisional Head.

CHQ News - Letter to DG on various issues

Subject : Non payment of RPLI incentives to Sub Divisional Heads.
R/Madam,
IP/ASP Association would like to bring to your kind notice that PLI Directorate vide letter No. 26-2/2009-LI dated 16/1/2013 has issued clarification about admissibility of incentive to SDI (P) / ASPs for verification / scrutiny of RPLI proposals clarifying that neither the Directorate letter No. 26-02/2009-LI dated 18/9/2009 nor any other subsequent letter has been superseded by any of Directorate letter. Unfortunately despite clear and repeated instructions most of the Postal Divisions in the country are not still paying incentive equal to 10% of the procurement commission paid to the Gramin Dak Sewaks and Gramin Dak BPMs whose proposals are verified by such SDI (P)/ASPs. As such these orders are found not implemented in true spirit in few circles.
Furthermore, the PLI/RPLI work has long back been decentralized to the Divisions. This has increased enormous work pressure on the Divisional Office, particularly, the IPs and ASPs working in the Divisional Office. At present Inspectorial staffs are burdened with variety of duties in addition to what has been enumerated in Chapter-III of Postal Manual Vol. VIII. The ceiling of Rs. 4000/- per annum honorarium was fixed by the Nodal Ministry, which includes, the honorarium paid for conducting departmental inquiries as IO or PO and also other allied additional works.
The quantum of honorarium paid for scrutiny of PLI/RPLI proposals is not commensurate with the quantum of work performed and the ceiling on honorarium is a major setback for the Inspectorial staff working in Divisional Offices. Therefore this Association requests your kind honour to replace the existing system of payment of honorarium for this work without a ceiling limit of Rs. 4000/- and Inspectorial Staff may be remunerated at the same rate not as honorarium but as incentive that do not have any limitations. Also call for reports from each and every Circles / Regions why incentive equal to 10% of the procurement commission as required in Directorate letter No. 26-2/2009-LI dated 16/1/2013 of the procurement commission paid to the GDS whose proposals are verified by SDI(P)/ASPs is not being paid despite clear instructions on the issue.

Sir, as you well aware that issue of combined All India Seniority List of Inspector Posts cadre was unresolved since more than decade. During the course of personal meetings as well as over phone with you, it was assured that Seniority Lists will be issued in phase manner but till date there is no progress from Directorate. This one more issue is also badly delayed at Directorate.
It is therefore once again fervently requested to look into the matter personally and cause of issue remaining all year’s seniority lists of Inspector Posts cadre in phase manner.
A positive action in this vital issue will be appreciated.

As inscribed in the letters hitherto, your kind attention is hereby brought to the fact that the issue of grant of GP of Rs. 5400/- to ASPs and PS Gr. B officers after completion of 4 years of regular service in GP of Rs. 4800/- earned under MACP Scheme has not yet been solved even after lapse of considerable period and also present status of the case also not communicated to this Association.
It is therefore once again requested to convey the approval of granting of Non Functional Grade Pay of 5400/- to all the ASP/PS Group B officers effective from the date they have completed 4 years regular service in Grade Pay of 4800/- at the earliest.
A positive action in this vital issue is requested.

It has been decided by Directorate to hold DPC for promotion to Junior time Scale (JTS) of Indian Postal Service (IPoS) for the vacancy year 2014-15. We would like to invite your kind attention to this Association’s letter of even number dated 30/4/2014 followed by reminder dated 19/5/2014 whereby it was brought to the notice that, cadre restructuring of Group ‘C’ cadre was finalised by Department on 28th April 2014 under the Chairmanship of Shri V. P. Singh, DDG (P). Everybody knows that second cadre review case of Inspector Posts and ASPs is pending since long in the files of Directorate.
We would like to further bring to your kind notice that the recommendation of second cadre review committee that gave its report in the year 1990 has not been executed by the Directorate till date and due to this, the stagnation is being faced in the cadre of IPs/ASPs and long span of service running up to 24 to 25 years which IP/ASP has to put in, before getting promotion to PS Gr. B cadre. During the course of informal meetings with officers of Directorate it was assured that this will be looked into at the time of cadre restructuring of Inspector Posts cadre, but unfortunately as on date neither the representatives of this cadre are called for discussion of cadre restructuring nor the proposal submitted by this Association for merger of ASP cadre into PS Gr. B cadre is materialised. This issue is dealt in Directorate file No. 25-35/2011-PE-I.
It is therefore once again requested your kind honour to kindly call immediate meetings with the members of this Association for the discussion of cadre restructuring of Inspector Posts cadre and finalisation thereof as has been done for other cadres.
An early order in the matter is requested with a line in reply.

CHQ News - Appeal : Payment of CHQ quota by circles
Circle Secretaries who have not paid their due CHQ quota at AIC Ahmedabad and those circles who have not paid their full quota for year 2013-14 are once again requested to remit their quota at the earliest. The copy of article 38 of Constitution of Association in this connection is reproduced herewith for the information to all.
All Circle Secretaries and ASP (HQ)s working in Postal and RMS divisions are once again requested to ensure deduction of monthly subscription from pay and allowances of all IPs / ASPs working in their division. Even-though whose subscription is not deducted from their pay and allowances can request their DDOs to deduct the monthly subscription from ensuing month. Without sufficient fund, CHQ is not in position to move forward to fight for justice in genuine cases etc.
Subscription: The monthly subscription shall be Rs. 50/- (Rupees Fifty only) per member, payable monthly through check off system by deductions from the salaries by Drawing& Disbursing Officers (DDOs) @ Rs. 50/- (Rupees Fifty only) per month. However, in case of new members, they can exercise their option in the month of April and deduction of subscription @Rs.50/- (Rupees Fifty only) per month will be made by the DDO concerned from 1st July of that year. Entire deducted subscription will be remitted to the Circle Branch. 40% of the subscription will be allocated to CHQ and the remaining 60% to Circle Branch (by Circle Secretary).
Apeal
It is very shamfull for us 99% GDS paid thier monthly subscription whereas only 25% to 30% IP/ASP paying thier subscription (Rs 30/- whereas as per Directorate order subcription should be deducted Rs.50/- per month). It is humble request to all IP/ASP please pay your monthly subcrition on regular basis. You can also sent your subscription through M.O. (If not deducted from salery) excluding MO Commission on following address.

Dear Mam,
All India Association of Inspectors and Assistant Superintendents Posts is single recognized Association in the Department of Posts functioning for the cause of Inspectors, Posts and Assistant Superintendents, Posts & equally for the growth of the Nation.
It is submitted with due regards that on behalf of the All India Association of Inspectors Posts & Assistant Superintendents, Posts representing 4197 Group ‘B’ officers in the Department of Posts I am enclosing herewith a memorandum for kind consideration of the Hon’ble Commission. These officers are middle level managers & responsible to implement all new schemes of the Department i.e Core Banking Solutions, Rural Information and Communication Tool Solutions, McCamish, Core System Integrator (handling all the Postal Operation), MGNREGA & supervising over the entire staff working in the Department of Posts in the grade pay of Rs.1800/-, 1900/-, 2000/-, 2400/-, 2800/-, 4200/-, 4600/-.
It is requested that CPC may kindly recommend to the Govt. to grant Interim relief to all Central Govt. Employees to the tune of 25 % of the basic Pay (PB + GP) and merger of 50 % DA with the basic pay with effect from 01.01.2011. It is further requested that recommendations of the Hon’ble 7th Central Pay Commission may kindly be implemented w.e.f. 01.01.2014.
It is also requested that this Association may kindly be given the opportunity to appear before the Hon’ble Commission in person to submit oral evidences on issues relating to the Inspectors, Posts and Assistant Superintendents, Posts and also other vital issues of common interests concerning the Postal Employees and Central Govt. Employees.
All India Association of Inspectors and Assistant Superintendents Posts assures its co-operation to the Central Pay Commission by the way of providing facts and material and equally hopes that this Central Pay Commission would render justice to the Inspector, Posts and Assistant Superintendent, Posts cadre in the Department of Posts under Ministry of Communications and IT.
